I've noticed the issues with the image uploader, some goofiness in the visual editor and a few others. For your quote issues, I've dealt with it before. If you updated your site using Fantastico, check your wp-config file for: <blockquote>define('DB_CHARSET', 'utf8'); define('DB_COLLATE', '');</blockquote> and try cutting them out. You can alway put them back in if you need to. The other option is a plugin such as the <a href="http://coffee2code.com/wp-plugins/wpuntexturize/" rel="nofollow">Untextureize plugin</a> to get rid of "smart quotes" all together. For example: You cannot post photos from your Gallery (use an outside source such as PhotoBucket) and ASCII codes are completely buggered (e.g., quotation marks are replaced by garble).
